To obtain the best result when transforming photos into Digital Format you should use a flat bed scanner.
Scan the pictures and save them on your computer disc and make backups of your files, either burning CD- or DVD-discs, or on an external hard-disc. You can even make a DVD that you can watch on your television.
If you do not have a scanner, take your picture to a photo processing center and have them help you.
If even that is not possible, just take a picture of your photo with a digital camera – even those that you commonly find on mobile phones nowadays.
